On 06/01/2005, a solemn appointment ceremony for the new president to Hanoi Open University for the term of office of 2004-2009 took place at Hall A, Campus I of the university.

With the presence of delegates from the Hanoi City Party Committee, from different Departments of the Ministry of Education and Training, as well as of representatives of HOU’s faculties, offices, centers and students, A/Prof. Dr. Do Xuan Thu, Head of the Personnel Department of MOET, declared the decision signed on this 27/12/2004 by the Minister of Education and Training, stating that:

 is appointed to the function of President of HOU, taking the place of the former President, Professor Nguyen Kim Truy.

On behalf of Minister Nguyen Minh Hien, Prof. Dr. of Sc. Banh Tien Long, Vice Minister, made a speech on acknowledging and highly praising the 14 – years contribution of Prof Nguyen Kim Truy to the former Institute of Open Training I and the present Hanoi Open University. Also, he wished that under the new leading HOU will maintain the endeavour of enhancing its safe position among the community of universities, as well as will continue to contribute to accomplish the political task of national education and training in the current Industrialization - Modernization movement of the country .
